You can’t legally make CBD oil at home in the UK. CBD comes from the flowers and leaves of hemp, which count as controlled cannabis under the Misuse of Drugs Act 1971 whatever their THC level, and a Home Office hemp licence covers only the seeds and fibre. Legal CBD oil is made from licensed extract and lab tested.
The simple, legal route is to buy a finished, tested oil. Evopure’s Broad Spectrum CBD Oil is broad spectrum CBD in coconut MCT oil, made in the UK from US-grown hemp, with a third-party lab report for every batch, 0% THC and a place on the FSA public list. About 0.2ml of the 500mg gives 10mg.
Our pick
Broad Spectrum CBD Oil 500mg: just broad spectrum CBD and coconut MCT oil, so about 0.2ml gives 10mg (half a pipette is 17.5mg). For a larger 30ml bottle, Evolabs Natural CBD Oil gives 10mg in about 0.3ml of the 1,000mg.

Can you make CBD oil at home in the UK?
No. Making CBD oil at home in the UK is illegal, because it needs the flowers or leaves of cannabis, and growing any cannabis plant, including low-THC hemp, needs a Home Office licence. The Home Office’s hemp factsheet says its licences don’t allow use of the leaves and flowers, and won’t be considered for making “so-called CBD oils”.
- Growing hemp: the Home Office says it is an offence to cultivate any plant of the genus Cannabis except under a Home Office licence. Licences are for farms growing approved hemp seed types for fibre and seed, not for home growers.
- Buying “CBD flower” or “hemp bud”: hemp flowers and buds are controlled cannabis whatever their THC level, even when sold as “aromatherapy” or “not for smoking”.
- The penalties: cannabis is a Class B drug. On gov.uk, possession carries up to 5 years in prison, and production up to 14 years.
CBD itself isn’t a controlled drug: the Home Office says pure, isolated CBD is not controlled. The law bites on the plant material and on THC. Our guide is CBD legal in the UK? covers the rules in full.
How is CBD oil made?
Commercial CBD oil is made in six broad stages: licensed hemp is grown, CBD is extracted in industrial equipment (usually with supercritical CO2 or ethanol), the extract is refined, blended into a carrier oil, lab tested batch by batch and, in England and Wales, listed with the FSA as a novel food.
| Stage | What happens |
|---|---|
| Growing | Hemp is grown under licence where its flowers can legally be used, for example in parts of the US |
| Extraction | High-pressure CO2 or food-grade ethanol in sealed industrial equipment dissolves the cannabinoids |
| Refining | Waxes and plant matter are removed (winterisation), then the extract is concentrated into a distillate |
| THC removal | For broad spectrum, THC is taken out; for isolate, CBD is purified on its own |
| Blending | The extract is mixed into a carrier oil, such as coconut MCT oil, to a set strength |
| Testing and listing | Each batch is tested for CBD, THC and contaminants; the product goes on the FSA public list |

Evopure’s CBD oils are made in the UK from US-grown hemp extract. Our broad spectrum oils have the THC removed and are tested by an independent lab before each batch goes on sale: see lab testing. More on our range in UK made CBD oil.
Why is homemade CBD oil unreliable?
Homemade CBD oil, often called a hemp “infusion”, has an unknown strength and an unknown THC content, because only a lab can measure either. Even professionally made products miss: a UK study of 29 widely available CBD products found only 11 contained CBD within 10% of the label. Without a number, you can’t follow the FSA’s 10mg a day advice.
- Unknown dose: the CBD in plant material varies from plant to plant and batch to batch.
- Unknown THC: hemp flowers contain THC, which can get you high, show up on drug tests and affect driving.
- Contaminants: plant material bought online has no checks for mould, pesticides or heavy metals.
- The law: the plant material is controlled, as above.
The same problems apply to “CBD oil” recipes on social media. Our guide to hemp oil vs CBD oil explains why hemp seed oil from a supermarket has little or no CBD in it.
Can you cook with CBD oil?
Yes. Adding a finished, legal CBD oil to food or drink at home is legal, because the CBD is already extracted and tested. Stir it in after cooking where you can, and work out how much CBD each portion holds so you stay near the FSA’s 10mg a day advice.
Our recipes use a shop-bought oil: CBD butter, CBD tea, CBD coffee and CBD smoothies. For storage, see how to store CBD oil.
How do I choose a CBD oil instead of making one?
Choose a CBD oil that is on the FSA public list, has a batch lab report showing the CBD content and a THC result, states the CBD per ml, and comes from a UK company that makes no health claims. Those checks cover the dose, THC and quality problems that make homemade oil unreliable.
The FSA’s 10mg a day figure is precautionary advice rather than a legal limit, set while longer-term safety research continues. At Evopure we think it is a very cautious figure, and many adults use more. If you go above it, increase slowly, and check with your GP or pharmacist first if you take any medication.
The FSA advises healthy adults to take no more than 10mg of CBD a day: about 0.2ml of the 500mg (0.1ml of the 1,000mg) gives 10mg. On the 30ml Evolabs oils, about 0.6ml of the 500mg, 0.3ml of the 1,000mg or 0.15ml of the 2,000mg gives 10mg. Adults only.
