No. Cocoa powder is ground, roasted cocoa beans with some of the fat pressed out: unsweetened and bitter. Hot chocolate powder is cocoa mixed with sugar, and often milk powder and flavourings. On the UK labels we checked in October 2026, sugar made up 61 to 73% of hot chocolate powders, and cocoa only about 15 to 25%.

Cocoa powder vs hot chocolate powder: the difference

UK law defines cocoa powder and “drinking chocolate” (cocoa and sugar, at least 25% cocoa powder). “Hot chocolate” isn’t a legal term, so instant mixes made for water can contain less cocoa. Here are three Cadbury labels side by side.

Cocoa powder Drinking chocolate Instant hot chocolate
Example Bournville Cocoa Cadbury Drinking Chocolate Cadbury Instant Hot Chocolate
First ingredient Cocoa powder Sugar Sugar
Cocoa Almost all of it At least 25% by law 15% fat-reduced cocoa
Sugar per 100g 2g 73g 61g
Milk in the powder No No Yes: whey and milk powder
Made with Milk plus sugar to taste, or baking Hot milk Hot water

So a spoon of hot chocolate powder is mostly sugar with a little cocoa, while a spoon of cocoa is all chocolate flavour and no sweetness. That’s why they don’t swap one for one.

Our pick: Reishi Cacao is a hot chocolate powder made with organic cacao, reishi mushroom extract and maca, sweetened with organic coconut sugar. It contains a little natural caffeine from the cacao, so it suits earlier in the evening.

Can you use hot chocolate powder instead of cocoa powder?

Yes, in a pinch, but expect a sweeter, milder result. Use a plain drinking chocolate rather than an instant mix: instant powders add milk powder, whey and fats, and have less cocoa.

  • Use double the weight. Swap 20g of cocoa for 40g of drinking chocolate. Even then you get only about half the cocoa, so the flavour is gentler.
  • Cut the sugar. 40g of drinking chocolate brings about 29g of sugar, so take roughly that much out of the recipe.
  • Check early. Extra sugar can make bakes colour faster, so look at them a few minutes before the recipe says.
Recipe Hot chocolate powder instead? Tip
Mug cake Yes Leave out the sugar
Cookies Yes Halve the recipe sugar
Buttercream or icing Yes Use less icing sugar, taste as you go
Brownies or chocolate cake At a push Milder and sweeter; cocoa is better
Overnight oats or chocolate milk Yes Skip any added sweetener
Dusting tiramisu or truffles No Too sweet; the bitter cocoa is the point

How to turn cocoa powder into hot chocolate

Cocoa gives a richer mug, and you choose the sugar. For one large mug:

  1. Put 2 heaped teaspoons (about 10g) of cocoa, 1 to 2 teaspoons of sugar and a pinch of salt in a mug.
  2. Add 2 tablespoons of cold milk and stir to a smooth paste. Cocoa doesn’t dissolve on its own, so this stops lumps.
  3. Heat 250ml of milk until steaming, pour it in gradually and whisk.

Which is healthier?

Cocoa, mainly because there’s no added sugar. The NHS says adults should have no more than 30g of free sugars a day. A mug of Cadbury Instant Hot Chocolate made with water has 17g of sugars, according to its label, before any marshmallows.

Cocoa has more caffeine per spoon, though. Based on USDA data, 10g of cocoa has about 23mg of caffeine, while a mug made from a sweetened mix has about 5mg. A cup of tea has about 75mg. If you’re sensitive to caffeine, see how long caffeine lasts.

Where Reishi Cacao fits

Our Reishi Mushroom Adaptogenic Complex is a hot chocolate powder, not a plain cocoa. Its ingredients, in label order: organic cacao powder, reishi mushroom extract, maca root extract, coconut milk powder and organic coconut sugar. Coconut sugar is still a sugar, and there’s no dairy or artificial sweetener.

Stir 1 to 2 teaspoons (4 to 8g) into warm milk or water; a pouch gives about 30 servings. In baking, treat it like a hot chocolate powder, not cocoa. Reishi has no authorised health claims, so we sell it as a hot chocolate you enjoy, not a remedy. It’s for adults (18+), and we don’t recommend our products during pregnancy or breastfeeding.

Prefer a caffeine-free evening drink? Magnesium Glycinate Sleep Complex is a berry drink powder with 148mg of magnesium per serving, and magnesium contributes to a reduction of tiredness and fatigue. For more on reishi drinks, see reishi cacao and mushroom hot chocolate.
